San Francisco Public Utilities Commission (SFPUC) staff updated the Local Agency Formation Commission on the state's long‑term gas planning proceeding and the city's involvement in gas‑system decommissioning pilots.
Cheryl Taylor introduced SFPUC staff working on the effort, including utility analyst Karen Yates and San Francisco fellow Connor Nakamura. Taylor said the work is grounded in the city's Climate Action Plan, which aims for net‑zero emissions by 2040, and described SFPUC's participation in the California Public Utilities Commission (CPUC) proceeding. She said CPUC identified 151 priority decarbonization zones statewide and that counties could be assigned up to 25 zones; SF has three zones identified in the CPUC mapping process — one in the Marina area and two in the Bayview.
Taylor summarized the process and timeline: utilities will hold outreach and listening sessions through mid‑March; utilities will report findings and additional zone recommendations by April 1; CPUC is expected to release a draft program design in May; and a statewide program with updated zones is likely in July, with finalized zones included by December 2026 if changes occur.
Commissioner Singh asked whether the CPUC mapping identifies homeowner vs. renter breakdowns for the designated zones. Kieran, a utility analyst, said pipeline‑level and project‑level breakdowns are not available at this time and that census‑tract data may be used as a proxy but pilots will not necessarily cover entire tracts. Commissioners also asked about the role of CalEnviroScreen in zone selection; staff said CalEnviroScreen was used as a mechanism to add zones back when counties reached the 25‑tract cap but was not a limiting factor in initial selections.
SFPUC staff said the agency is actively participating in the CPUC proceeding, submitting comments, conducting internal analysis of gas and electric consumption, and planning to engage in utilities' public sessions.
