The commission voted Jan. 9 to begin the Administrative Procedures Act process to revise the Mississippi Administrator Professional Growth System standards for principals and assistant principals, with the aim of making the rubric more consistent with other licensed-staff appraisals.
Dr. Courtney Van Cleave presented the proposal, joined by Quintin Panestee, director of educator effectiveness. The proposed revisions would align the rubric structure to four domains and nine standards, increase relevance for principals and assistant principals, and take effect in the 2026–27 school year if adopted. Van Cleave said the division collaborated with the Mississippi Principal Advisory Council, the Mississippi Educational Leadership Faculty Association and a national comprehensive center and piloted the rubric with superintendents and school leaders across the state's four congressional districts.
Commissioners voiced general support. The commission made a motion to begin the APA process, the motion received a second, and the motion carried by voice vote.
Next steps: staff will proceed with the APA rulemaking process and return to the commission as required by administrative procedures.
