State board places Wilkinson County School District into district of transformation and appoints interim superintendent

The State Board of Education voted Jan. 15 to place Wilkinson County School District into a district of transformation on the basis of a history of serious academic deficiencies, to abolish the districtas provided in statute, and to appoint an interim superintendent to lead the district during state intervention.

MDE staff told the board that Wilkinson(identified in the presentation as the sole district meeting three statutory criteria) has had consistent academic and financial problems: the district has experienced a six-year enrollment decline (from about 1,210 students in 2019 to 648 in the latest pull), has been rated F for two consecutive years, and has more than 50% of its schools designated "at risk." MDE also said the district has two outstanding financial audits and adopted an FY26 budget showing an anticipated deficit of approximately $1.7 million. "Based on the district's failure to complete required audits, its adoption of a deficit budget, and the inability to verify its cash on hand...MDE concludes that the district is operating under conditions that present a significant risk to its financial stability," agency staff said.

Board members discussed whether the district's reported $3.9 million cash-on-hand figure (which MDE said it could not yet verify without audits) would allow the state to manage a takeover without immediate insolvency and whether recoupment of costs under the statute would apply if the takeover resulted from financial reasons. Board counsel and staff said the board could revisit additional financial-based determinations once a full assessment and forensic financial review were completed.

Following the presentation and discussion the board took multiple actions: it voted that Wilkinson County met the statutory criteria for placement into a district of transformation for serious academic deficiencies; adopted a resolution stating the board's findings and abolishing the previously existing district governance; then moved into executive session for personnel matters and approved the appointment of Mr. Coates as interim superintendent and accepted the employment agreement discussed in executive session.

MDE said that immediate actions after the board's votes will include financial and personnel audits, intensified monitoring, and the appointment of a local engagement/council structure to support turnaround activities. Staff emphasized the department's aim to stabilize educational operations and to explore options such as consolidation or other structural changes if appropriate across counties.
