Board approves $22 million MSIS maintenance contract and $200,000 interim-superintendent agreement

MDE staff presented a five-year contract with GuideSoft Knowledge Services to continue maintenance, support, and enhancement of MSIS, beginning March 1, at a total contract value of $22,000,000. The department said the work covers bug fixes, enhancements and ongoing system support for the statewide student-information system, and staff told the board they will monitor vendor performance and service-levels.
The board also approved a one-year, not-to-exceed $200,000 contract with Bailey Education Group to provide an interim superintendent for Holmes County Consolidated School District. Staff said the RFQ process gives the department authority to approve the candidate and that the department retains monitoring authority for performance of an interim superintendent. Board members asked whether the department can refuse proposed candidates and how the contract guarantees appropriate selection; staff said the contract structure and departmental oversight permit approval and termination if necessary.
Both contracts were approved by voice vote with no recorded opposition.
Why it matters: the MSIS contract is a major multi-year procurement for the state's core student-data system; the Bailey contract gives the department an additional staffing option to place experienced interim leadership in a district that needs immediate support.
What's next: staff said they will return to the board with contractual performance details if issues arise and that the Bailey contract requires the department's approval of the interim candidate proposed to Holmes County.
