Board approves rezoning, vacates alley and appoints new Planning Commissioner

Planning staff presented rezoning case P‑25‑10, a request by applicants David and Anne Witt to rezone a parcel on Simmons Avenue from B2 (commercial) to R1 (Residential Limited). Staff and the Planning Commission recommended approval, noting the parcel’s surrounding properties are R1 and the comprehensive plan places the property in a suburban residential area. Erica Wen, the applicant’s realtor, said the owners want the zoning changed so future purchasers could make residential improvements. No citizens signed up to speak; the board approved the rezoning by roll call (all voting aye).
The board also heard a request to vacate an alley to allow lot consolidation for a single‑family residence. Staff cited Virginia Code §15.2‑2006 as authority to vacate streets and alleys. The board adopted ordinance SV‑25‑1 vacating the alley by roll call (all voting aye).
Separately, the board appointed Hannah Bishop to fill a District 4 Planning Commission vacancy with a term to expire Dec. 31, 2026. Bishop thanked the board during brief citizen comment following the appointment.
These actions clear the way for the applicants’ intended residential improvements and fill a planning‑commission vacancy; staff said related deeds and administrative steps have been completed for the alley vacation.
