The Dinwiddie County Planning Commission on Sept. 10 recommended that the Board of Supervisors adopt amendments to the county subdivision ordinance to match new state statutory review timelines.
Staff planner Bassett told commissioners the General Assembly shortened mandatory local review and plat timelines and that the proposed local amendment reduces the subdivision agent’s review time for a final plat from 60 days to 40 days and includes appeal options to circuit court. "The amendments reduce the subdivision agent's review time for a final plat from 60 days to 40 days," Bassett said, describing the staff recommendation to implement the state changes locally.
The change would also add procedures allowing a subdivider to petition the circuit court if a plat is disapproved; staff noted an appeal window of 60 days after disapproval. A resident asked whether lobbyists had driven the state change; a speaker speculated the change was intended to "ungum" bottlenecks in the process but offered no formal evidence of lobbying activity.
A motion citing Virginia Code sections read into the record passed by unanimous voice vote to recommend the ordinance amendments to the Board of Supervisors. The commission recorded the motion and vote and will forward the recommendation for the board’s consideration.
The action by the commission is a recommendation to the Board of Supervisors; any final local adoption will be a separate board decision.
