Dinwiddie and schools to continue with incumbent waterworks operator under new contract

The board authorized a new contract on Sept. 16 to continue joint waterworks operations with the incumbent vendor, following a joint RFP issued with the Dinwiddie County School Board.
Staff said the RFP produced only one responsive proposal from PD and J and EnviroCon and recommended continuing the relationship. Assistant director/general services (presenting) reported the combined annual cost of $81,000, with the county share listed at $18,000 and the school division share at $63,000. “Only 1 vendor ... responded to the RFP by the August 18 deadline,” the presenter said.
The board moved to approve the resolution that authorizes the county administrator to execute the contract with PD and J/EnviroCon, allowing the county administrator to approve minor changes to the agreement. The board approved the resolution by roll call (all voting aye).
The contract will continue the operator’s responsibility for county‑owned water systems and for school systems covered by the joint agreement. Staff said they expect to return with any necessary implementation steps and the final executed contract for the record.
