Commission forwards Coffee Rush drive-through plan to second reading

Summary
Commission voted unanimously to transmit a major amendment allowing a 490-square-foot Coffee Rush drive-through with dual queuing lanes in Stewart Landings to a second reading; applicant said the two-lane model reduces in-line stacking and speeds service.
The City of Stuart voted unanimously on Jan. 12 to transmit a major amendment for the Stewart Landings CPUD that would permit a approximately 490-square-foot Coffee Rush drive-through with two opposing drive-through lanes adjacent to the existing Burger King.
Development staff said the amendment is required because the necessary site engineering modifications exceed the plan-development 5% threshold. The application proposes shared parking between Coffee Rush and Burger King, 57 total parking spaces for the two users and code-compliant landscaping and drainage. The applicant, Coffee Rush co-owner Ron Yost, described the opposing dual-drive model and argued it improves throughput: "If you have 6 cars in line, 3 on each side, it doesn't seem like it's too long, and we get them through really, really fast with 2 drive through lanes," he said.
Staff will return at second reading with any requested design clarifications. The commission's vote moved the item to the next hearing for final action.
