Summary
Council authorized the city manager to execute a work authorization with Dura Group for design services for Rolling Acres Trail reconstruction; staff presented a $490,767 fee for design (packet) though the motion recorded $490,797; construction estimates and options for low-water crossings will return to council.
Fair Oaks Ranch — The City Council on Jan. 15 authorized the city manager to execute a work authorization with Dura Group, Inc., for engineering design services on the Rolling Acres Trail reconstruction project.
Project Manager Kelsey Delgado said the Rolling Acres Trail project is part of the city’s five-year roadway CIP approved by voters in May 2024. The project includes repair of just over two miles of roadway, with approximately 1,300 linear feet near a low-water crossing targeted for full reconstruction and other sections receiving mill-and-overlay with two-foot buffers. The packet lists a total design fee of $490,767 (base services $319,000; supplemental services $171,000). Construction was estimated in the presentation at about $2,500,000, and design duration was described as 18 months with construction anticipated in FY27–28.
Council members confirmed the design scope includes three preliminary options for the low-water crossing (5‑, 10‑ and 25‑year storm design options) and that the current design estimate is under the CIP line-item estimate of $630,000. A motion to authorize execution of the work authorization and related documents was moved and seconded and approved by voice vote. The motion language recorded an amount of $490,797; staff had earlier cited $490,767 in the packet.
Why it matters: the design authorization allows the city to proceed with preliminary design and develop cost estimates for low-water crossing options that will determine final construction costs and scheduling.
Next steps: staff will return to council with preliminary designs and cost estimates for the low-water crossing options, and construction scope and budgeting will be finalized in a future workshop or meeting.
