City Year Milwaukee tells School Board committee it is delivering targeted literacy supports in eight schools

City Year Milwaukee told the Board's Committee on Student Achievement and School Innovation that its 2025'26 partnership is focused on targeted, school-aligned tier-2 supports rather than broad pull-out instruction.
Dr. Stephanie Manny Hartlob, senior vice president and executive director of City Year Milwaukee, said the program this year includes 53 core AmeriCorps members and 59 total staff serving in eight Milwaukee Public Schools. "Each AmeriCorps member partners with a classroom teacher and supports a small targeted list of focus students, 8 to 12, across content areas," Hartlob said, adding the model is intended to preserve protected ELA instructional blocks while delivering intervention outside core instruction.
Hartlob told directors City Year's recruitment and training investments pay off: 46% of core members hold bachelor'level degrees, 33% came directly from high school (including nine from MPS), and 79% identify as people of color. She said core members receive a biweekly pretax stipend of $1,122 and that members who complete a year of service qualify for the Segal Education Award.
Site-level summaries included Mitchell (57 scholars supported), Humboldt Park (22 ELA and 20 math students in a first-year partnership), Bayview (City Year focus students showed an 84% attendance rate versus a 75.4% freshman rate), Bradley Tech (reported intervention minutes and evening tutoring reach), and South Division (the longest-standing partner).
Answering equity questions from Director Benoit, Hartlob said school selection is coordinated with Milwaukee Public Schools using attendance and academic outcome data, school leadership readiness and space constraints, and whether a school applied to the early literacy league. "We work with MPS to identify schools that are in need," she said, and added that contract capacity and available core members determine immediate deployment.
City Year also described its retention and support systems: leaders reported a reported 88% persistence rate among core members who started the year, 17,000 hours of member training this year, and high belonging scores among corps members. The organization asked board members to engage through school visits and literacy-league observations to support implementation.
