Millersville wins $373,000 DCNR grant for phase 1 of park master plan

Millersville Borough announced that it has received a $373,000 grant from the Pennsylvania Department of Conservation and Natural Resources (DCNR) to support phase 1 of the borough's park master plan.

Borough Manager Rebecca said the award “is exactly what we asked for” and described the grant as a key piece of the borough's match funding. She said DCED funds will combine with the DCNR award to meet the borough’s matching requirement for the project. Rebecca told the council the borough will regroup with the consultant that prepared the master plan and begin preliminary engineering and design work.

Council President said the borough and park commission played a central role in preparing the application. Staff cautioned that residents should not expect immediate construction: the grant and matching funds allow planning and phased work over multiple years, and the borough will follow grant timelines before breaking ground. Rebecca said the borough will be working with consultants and that no construction schedule was guaranteed in the next few months.

The council did not take a construction vote at the meeting; members thanked the park commission and staff for their work on the grant application and said more information would be provided as the borough advances engineering and procurement steps.
