Councilwoman Ryan explained the repeal was requested by the person who received the TSA because the recipient had never used the agreement, never developed the property and received no benefit from the city. “They never used it. They never developed. They received no benefit from the city of Providence,” Ryan said.
The clerk conducted a roll-call vote. Members recorded as voting in the affirmative included Council President Miller; Deputy Majority Whip Anderbois; Councilor Davidson; Majority Leader Espinal; Councilwoman Peterson; Council President Pro Tempore Pichardo; Councilwoman Ryan; Majority Whip Sanchez; Councilman Taylor; Councilwoman Anna Vargas; and Councilman Oscar Vargas. The clerk announced 12 ayes and 3 absent and said the matter was approved for the first time on a roll-call vote.
The council referred no additional policy changes in the item; staff noted the recipient could return if it chose to pursue development or another agreement in the future.
The repeal was procedural (first reading); any final repeal or ordinance adoption will require subsequent action according to council rules.
