After closing the public hearing with no written correspondence, staff presented four bids received and identified Vanderpool Construction of Indianola as the apparent low bidder at $9,198,722.55, roughly 16% under the engineer's estimate. Staff recommended awarding the contract, noting past satisfactory experience with the contractor on earlier projects; council voted to award the contract by roll call.
