Hazel Breeland, who lives at 4824 Mercedes Road and whose property abuts the Board of Water & Sewer site, told the Mobile City Planning Commission on Jan. 15 that construction vibrations have shaken her sunroom windows and internal doors for about two years and caused items to fall from shelves. “I don’t approve my house shaking,” Breeland said, adding she has limited income to pay for repairs.
Breeland said a contractor placed a sensor at the fence dividing her property from the water‑department site and told her readings were within ‘approved limits,’ but she disputed that result and sought clarity about whether the utility would repair any damage. Planning staff told Breeland the item would be held over to the Feb. 19 meeting to allow more public comment and follow‑up; staff also said some construction on site relates to planning approvals granted in 2021 and that the current request was for additional modifications to complete the project.
Commissioners moved, seconded and approved the holdover. Staff set a deadline of Feb. 6 for required information to be submitted before the Feb. 19 meeting. Commissioner discussion emphasized clarifying what work is already permitted and what the current modification would authorize; staff confirmed earlier approvals remain active and the present request would modify that prior approval for additional site work.
