The firm estimated it could complete the work on or before July 31 if engaged promptly.
Councilors agreed the study would help compare similar duties across departments and address pay disparities that developed since the county's last comprehensive review in 2008. Several members said they support the study as a first step; others noted the county could still approve targeted raises separately if desired.
Separately, councilors discussed advertising a salary ordinance at 3% for the February meeting. Staff cautioned that salary changes require formal advertising through the state Gateway/DLGF process (which carries a 14‑day notice requirement and additional-appropriation steps for salary lines). The chair said he will ask staff to put the 3% salary ordinance and needed line-item appropriations on the February agenda for formal consideration and public hearing.
No final appropriation was approved at the Jan. 13 meeting; council directed staff to prepare Gateway notices and supporting fiscal documents for a February vote if the council chooses to proceed.
