Redmond council members outline limited updates to rules of procedure, draft review set with clerk

Council President Stewart, who described the effort as limited to items previously identified by the council, said the working group has prioritized four topics: integrating the process for filling council vacancies, formalizing how subcommittees are chartered, clarifying attendance policies and applying a technical fix identified by the clerk. "We are making progress on the work that we said we would over the recess," Stewart said.
The changes are intended to provide clearer, repeatable processes for the council to follow. Stewart thanked City Clerk Cheryl Santos for assisting with the review, saying Santos "has been an awesome partner in this." The council will review the draft with the clerk and then bring it back for discussion and possible action.
Council members said the update is deliberately scoped to items agreed upon in prior discussions; the chair and staff said additional ideas could be researched later by the legislative coordinator. Council Member Forsyth emphasized that the vacancy appointment process and the voting mechanism should be explicitly incorporated in the rules so it is not lost in future revisions.
The working group expects to present a draft for full council consideration after the meeting with the clerk; no vote on changes occurred at the Jan. 13 Committee of the Whole meeting.
