Board approves Eastview notice to proceed and easement as construction and utility work move forward

District staff reviewed auxiliary-services items including invoices for site work and construction documents and introduced a formal notice to proceed for the Eastview Elementary project in Bolton.

Staff said an erosion control permit must be issued before Metcon’s seven-day mobilization period begins; once the permit is issued, the contractor will have 609 calendar days to complete the project. Board members asked about stormwater and erosion permit timing; staff said the permit had been submitted and estimated a 5–15 day review window, after which the permit is granted by statute if not acted upon.

The board approved the notice to proceed by voice vote.

Separately, the board approved an easement to Duke Energy Progress LLC so the utility can secure right-of-way access and provide power to the Eastview project; staff described the easement process and said Duke typically provides a nominal payment for the right-of-way. The board also reviewed several invoices: Davie Resources Group invoice $896.25 for on-site stream determination work, LS3P invoice $19,282.32 for final bidding documents, and Johnson Controls invoice $183,205.99 for HVAC work at East Columbus High School.

Board and staff emphasized coordination with maintenance staff and stormwater permitting as the district moves forward with construction.
