Cheektowaga releases draft 2026 HUD action plan outlining housing rehab, senior programs and capital projects

The town’s community development director, Rachel Straker, briefed the board Jan. 13 on the draft 2026 Annual Action Plan for federal HUD Community Development Block Grant (CDBG) and HOME Investment Partnerships funding.
Straker said the town anticipates approximately $956,973 in CDBG entitlement funds and about $300,000 in HOME funds for 2026, plus program income from prior loan repayments. Planned uses include housing rehabilitation, environmental hazard testing, weatherization and a new senior at‑home safety program; public‑service allocations would fund counseling, camp scholarships, domestic‑violence assistance, police foot patrols and funding for youth and senior services. Capital projects include roof replacements at Towne Park shelter and the senior center, facility improvements to co‑locate social service agencies, and sidewalk and ADA upgrades in villages.
Straker noted HUD mandates (administrative costs capped at 20%, public services capped at 15%) and that allocations to the villages of Sloan and Depew are set by a population-based allocation agreement. She told the board that final HUD numbers might not be available until March–May and that the town could revise its plan before final submission. Council members asked about outreach and how to ensure equitable access; Straker said the town uses a collaborative network of social‑service agencies, social media and branch libraries and that the director will accept suggestions for improved outreach.
