The committee heard a combined presentation and public discussion about illegal dumping, bulky-item collection and hazardous-waste disposal options available to Los Angeles residents.
A public commenter asked how the city investigates illegal dumping and what penalties apply. Department presenters said residents can report dumping through the 311 system, through council offices or directly to department staff; inspectors, camera footage and license-plate lookups are used in investigations. “Las infracciones ... pueden llegar hasta 1000 dólares,” a presenter said when summarizing the municipal code ranges for dumping penalties.
Officials listed items accepted at secure collection centers and regular programs: used motor oil, paints, computers, cell phones, televisions, household cleaning products, needles and medicines, and advised caution about lithium batteries because they can ignite in collection vehicles. The department described a monthly bulky-item program (second Saturday of each month) and reiterated that those services are free to residents.
Committee members noted a November 25 motion asking the city attorney and sanitation department to prepare a report and consider designating enforcement positions and penalties; staff said the matter is under study and they will follow up.
No new enforcement positions or fines were adopted at the meeting; members asked staff to return with an enforcement report and proposed next steps.
