At its meeting the Delaware County Transportation Improvement District approved a 2026 budget driven by reimbursable Silicon Heartland work and authorized resubmitting Bixby Parkway Phase 1B to ODOT’s TID grant program, asking for roughly $500,000.
The Delaware County Transportation Improvement District approved its 2026 budget and authorized resubmitting the Bixby Parkway Phase 1B project to the Ohio Department of Transportation’s TID grant program during its meeting.
Rob Riley, chief deputy county engineer, told the board that the budget’s revenues and expenses are larger this year because of the Silicon Heartland contract. "That is a $4,700,000 contract, a 100% reimbursable by the state through the Silicon Heartland program," Riley said. He also noted the budget includes $650,000 in revenues and matching reimbursements tied to Stock Road improvements and that staff expects to transfer funds from the general fund to the capital fund for short‑term cash flow while awaiting reimbursements. Riley said the district projects a year‑end balance of about $3,300,000.
The secretary‑treasurer reported the district’s cash position: "Our current cash balance is $4,208,202.62." A motion to accept the treasurer’s report passed by voice vote.
Riley also briefed the board on the ODOT TID grant round and asked for board concurrence to resubmit Bixby Parkway Phase 1B. "ODOT is actually increasing the grant program... the money is available through that to $9,000,000," Riley said, and added he would "anticipate asking for about $500,000" for Bixby Parkway. The board moved, seconded and approved the authorization to submit the Bixby Parkway application by voice vote.
The board approved the budget after discussion and a voice vote. No roll‑call tallies were recorded in the transcript; motions were carried by voice votes recorded as "Aye." The board canceled its February meeting and scheduled the next regular meeting for March 11.
The actions taken were procedural authorizations and budget approval; staff said further steps (grant application preparation and interjurisdictional coordination) will continue before any contract awards or construction commitments.
