Roanoke County Board elects Tammy Shepherd chair, adopts ethics code and approves consent items

The Roanoke County Board of Supervisors convened its annual organizational meeting on Jan. 13, 2026, and elected Supervisor Tammy Shepherd as chair for 2026 and Supervisor David Radford as vice chair.
Nominations opened for the chair and vice-chair positions, and the board voted by roll call to approve both appointments. Chair Shepherd took the gavel after the vote. The board then considered its annual resolution adopting the code of ethics and conduct, which staff said contained no changes since the last adoption on Jan. 14, 2025; a motion to adopt the resolution passed on a unanimous roll call.
The board adopted the consent agenda with one item (H2) removed for separate discussion. The chair explained the consent agenda process and asked that any member wishing to discuss an item pull it for consideration. With H2 removed, the remaining consent items were approved by roll call.
The meeting then recessed for scheduled work sessions and later went into a closed session to discuss prospective business location or expansion, pursuant to a code citation read into the record.
The board's most recent organizational actions will carry through its regular schedule of meetings, which staff said are held on the second and fourth Tuesdays at 2 p.m., with public hearings on the fourth Tuesday at 6 p.m.
