Successor-agency staff presented the ROPS and explained three findings required for the final submission: that remaining debt is limited to administrative costs and previously defined enforceable obligations; that all remaining obligations were previously listed on a ROPS or approved by the Department of Finance; and that the successor agency is not party to unresolved litigation. The staff report noted a Department of Finance letter in April 2025 urging expedited movement to a last-and-final ROPS.
"Tonight, we have, before you the last and final ROPs for the fiscal years '26, '27 through '35, '36," staff said. The report explained that if the Department of Finance accepts the submission, the city will no longer be required to report and will receive scheduled payments until the final payment in 2036, at which point the former redevelopment agency will be formally dissolved.
On a motion from a councilmember representing the city (mover recorded in the transcript as speaker 5) and a second (speaker 1), the council approved Resolution SA2026-02 without recorded opposition and instructed staff to forward the document to the County Consolidated Oversight Board for its review. The oversight board is expected to act next week; if it approves, staff will submit the last-and-final ROPS to the Department of Finance by Feb. 1 for review and a determination letter expected by April.
The action was described in the staff report as the successor agency's second-to-last administrative step before dissolution and was presented as an effort to conclude the long-running wind-down of redevelopment obligations dating back to the state's dissolution of RDAs in 2012.
