The Allegany County Board of Legislators on Jan. 14 approved a slate of personnel actions, confirming the chair’s appointment of Michael Middaugh as director of the County Veterans Service Agency and reappointing members to the county Board of Ethics.
The board considered Resolution Intro. No. 15-26, approving the chairman’s appointment of Michael Middaugh. Legislator Healy moved the resolution, Legislator Rickett Swails seconded, and the body carried the item by voice vote, according to the clerk (Clerk of the Board Brenda Rigby Realy).
Resolution Intro. No. 16-26, offered by the personnel committee, effected reappointments and appointments to the county Board of Ethics. Legislator Bissett moved the measure and Legislator Rickett Swails seconded; the clerk recorded that the resolution was carried by voice vote.
Separately, County Administrator Carissa Knapp filed multiple personnel designations for the record: the reappointment of Heather Beto as executive secretary of the workers’ compensation office for 2026; the appointment of Mallory Short and Timothy Boyd as deputy county administrators and the filing of a succession designation (Short first, Boyd second) for the county administrator’s office; the appointment of Jenna Kelly as deputy county budget officer; and the appointment of Donald Horan as deputy county auditor. County Attorney Allison Carroll filed a succession designation naming Erin G. Moore as first assistant county attorney. Clerk Brenda Rigby Realy reported she appointed Sarah Decker as deputy county clerk of the board and named Beverly Broach as secretary to the clerk.
Chairman Harris announced the appointment of W. Brook Harris of Alfred Station to a remainder term on the Southern Tier West Regional Planning and Development Board, with the clerk explicitly noting the appointment is "subject to board confirmation," indicating the board had not yet taken a final confirmation vote during this meeting (Clerk of the Board Brenda Rigby Realy).
The clerk read these filings into the record as part of the regular meeting materials. No public comment was recorded on these appointments during the meeting.
Next steps: items marked "subject to board confirmation" will return to the board for a formal confirmation vote if and when that is scheduled.
