Anita Heimas, Bannock County assessor, briefed the board Jan. 20 on a letter of cancellation tied to a property listed as "acquired by Housing Alliance," described in the meeting as a subsidized/low-income housing facility. Heimas said the county and treasurer’s office had been working through delinquencies and ownership changes relating to the parcel.
Commissioners asked staff to clarify whether the Housing Alliance reference referred to Idaho Housing/Section 8 programs and how prior billing had been handled. Staff explained that, historically, the city of Pocatello had billed an in‑lieu fee for similar properties and that legal review a few years ago concluded the county could not continue billing those dollars. As a result, some assessed values or tax charges were not previously removed. Heimas said the property’s prior owner held it through August and the county will attempt to send a bill to that prior owner for the difference; there is a possibility of delinquent taxes on the unpaid portion.
Commissioner (Speaker 3) moved to approve the cancellation request; the board approved the motion by voice vote.
The board did not specify a dollar amount to cancel during the meeting; staff will track any delinquent balance and its impact on taxing entities and report back as needed.
