Residents ask Essex supervisors to add Grandview Drive to VDOT flood-mitigation list

Multiple Essex County residents urged the Board of Supervisors on Jan. 13 to add Grandview Drive at Mayfly Drive to the Virginia Department of Transportation list of roads needing flood mitigation.
"Thirty-nine houses are cut off every time a coastal flood advisory is issued by the National Weather Service," Nicole Weaver said, describing water depths of five to 15 inches and roadside dropoffs into water-filled ditches. Weaver asked the board to add Grandview Drive to the VDOT list for flood mitigation.
Phil Broyles, who lives nearby, told the board that flooding creates first-responder safety concerns and delays. "Minutes count when the EMS or fire or police is responding," Broyles said, urging the county to consider the safety of emergency responders.
Chris Landrum said his mother at 3734 Grandview Drive cannot reliably get mail delivery during floods and described repeated inundation at Mayfly Drive, noting the last mile needs repaving in addition to mitigation.
County staff said they would check whether Grandview Drive is already in the floodplain plan and agreed to add the road to the materials for an upcoming meeting with VDOT. Several board members said adding the road to the VDOT list ahead of that meeting would not hurt and would ensure it is discussed.
