New chair installed as supervisors approve rolling bylaws amid debate over board procedure

The board opened nominations for chair, heard multiple nominations including Paul Stimson, and, after the floor was closed, moved and approved the appointment of Newman. The board also appointed Rita Tyree as vice chair.
The bylaws issue drew extended discussion. Several members of the public and at least one supervisor raised concerns that suggested edits had appeared in the meeting packet without broad input. County counsel said the bylaws presented for the vote were identical to the version approved at the 2025 annual meeting and that proposed procedural language about alternate meeting dates simply reflected an option to shift meetings after inclement weather.
A supervisor opposed to restricting motions delivered a floor statement invoking representation and the public record: “The right to make a motion is not a courtesy. It is not a favor. It is the very instrument by which the people of Cumberland County speak inside this chamber,” the speaker said, arguing that bylaws should not be used to silence dissent.
After discussion the board moved to approve the bylaws for 2026 and recorded affirmative votes. The board separately approved the code of ethics and committee appointments as presented.
The meeting concluded with members thanking outgoing leadership for their service.
What’s next: the board will proceed under the approved 2026 bylaws and the county attorney indicated the bylaws and the code of ethics reflected the language adopted in 2025.
