Board authorizes disposal of surplus solar panels, officials say proceeds and distribution are unresolved

The Utility Services Board voted Jan. 12 to approve resolution 2025-23 authorizing disposition of remaining solar panels that have been taking up space in municipal storage.
A board member speaking on the item said the matter had been tabled previously and that staff "still don't know how we're gonna split the funds if we actually, realize any funds from any disposition of the remaining solar panels." The speaker said departments that contributed to the purchases may have claims on proceeds and described plans for the redevelopment commission and departments to work together to determine the best disposition or reuse.
The speaker recommended approving the resolution now to allow the city to remove and dispose of panels that are occupying space, while returning later with a resolution that specifies how any realized funds would be distributed. The board moved, seconded and approved the resolution without recorded opposition.
Meeting discussion noted possible outcomes including sale, intergovernmental transfer, or retention of some panels as spare parts; staff said they do not yet know market demand or values and will come back with recommendations on splitting proceeds among departments if funds are realized.
