Radford Council adopts Pulaski County PSA water-rate changes effective Feb. 22

The Radford City Council adopted ordinance 18-27 to update rates in the city’s February 2010 water agreement with the Pulaski County Public Service Authority (PSA). Staff told the council the contract requires rate adjustments to mirror the city’s rate changes and that no adjustments had been made since 2010.
City staff presented the new rates to take effect Feb. 22, 2026: for 0–500,000 gallons per day the daily charge would move from $880 to $1,530; the 501,000–999,999 gallons band would change to $3.06 per 1,000 gallons; and the 1,000,000–3,000,000 gallons band would move to $2.50 per 1,000 gallons. The public hearing was opened and, with no public speakers, was closed.
Council voted to adopt the ordinance by roll call; the chair cited sections 2.13 and 2.14 of the city charter and dispensed with a second reading. The chair said, “The ordinance shall take effect immediately as an emergency measure.” The transcript recorded four affirmative votes, and the ordinance was declared effective immediately.
