Staff said the city has operated with temporary permits for more than a decade and proposed a sunset with a transition period. Some residents and operators argued the permits remain necessary because Pecos still faces a housing shortage and that abrupt removal would displace long-term residents and workers. One commenter recounted past fires in RV clusters and urged sensible safety standards.
Council agreed to sunset the temporary nonconforming-use permits with a one-year transition window (council discussion set compliance through 2027) while directing staff to pursue modifications to the permanent RV-park ordinance to address spacing, parking and required amenities. The council then approved ordinance 25-12-04, the updated RV-park ordinance, which requires amenities for new parks, preserves grandfathering for existing permitted parks (including transfer to a new owner if the operation continues) and limits RV parks to appropriate commercial/industrial zoning areas.
Staff said they will provide the council with the list of permits that are out of compliance and a monthly enforcement report.
