Pecos adopts Bessie Haines Park master plan, staff estimates $13–15M build cost

HAP Associates landscape architect Toby Fox presented the final master plan for Bessie Haines Park, summarizing community engagement and the plan's principal features: two inclusive playgrounds (ages 2–5 and 5–12), improved and angled perimeter parking, shaded pavilions with electrical hookups and bounce-house pads, restrooms with hydration stations, a dog run, multiuse court space for pickleball and basketball, an elevated stage for festivals and a phased construction approach.
"We took everything that we got from those two meetings and I prepared some preliminary concepts, which we came back in September to present," Fox said, describing outreach steps and the preferred concept. Staff projected total construction costs between $13 million and $15 million and said funding would likely be a mix of grants, foundation support and general-fund allocations; hot-tax funds were not available for park construction.
Councilmember Trujillo praised the community engagement; the council made a motion to adopt resolution 26-01-01R to approve the park master plan. The motion passed by voice vote. Staff said design documents would take approximately nine to 12 months and that construction timing and phasing depend on funding availability.
