Pecos council advances annexation first reading, excludes Lindsay Addition

City Manager Charles Leno presented the council with a proposal to annex several noncontiguous areas on Pecos’s north and southeast sides, recommending the council "keyhole" the Lindsay Addition out of this round of annexations after community feedback. "This is the item that we had the public hearings on," Leno told council, and said the attached surveys reflect community input.
Councilmembers pressed staff for specifics about land-use grandfathering and how tax-increment/TERS continuity would be affected. Leno said continued agricultural use remains grandfathered "for as long as the piece of property is used as agricultural land" and that the city will need contiguous city-limit continuity in some annexation areas to preserve incremental tax mechanisms that fund infrastructure.
Councilman Carrasco moved to approve ordinance 26-01-01 with the Lindsay Addition excluded; Councilman Graham seconded the motion and it passed by voice vote. The council directed staff to provide parcel maps, clarify which properties will be treated as excluded, and return for a final reading on Jan. 22. The manager said the city will share survey maps and can color-code parcels for council direction.
Next steps: staff will supply parcel-level attachments and the ordinance will return for a final reading on the date indicated by council.
