County administrator outlines $39.4M FY27–31 CIP; planning commission to advertise public hearing

County Administrator Matthew Smolnick presented the FY27–31 Capital Improvement Plan totaling roughly $39.37 million in requests for FY27, including a proposed VOTEC building (~$19M), major fire and rescue equipment, school facility projects and parks upgrades; the planning commission authorized staff to advertise a February public hearing on the CIP.
County Administrator Matthew Smolnick presented the proposed FY27–31 Capital Improvement Plan to the King George County Planning Commission, describing roughly $39,370,707 in funding requests for the upcoming fiscal year and asking the commission to prioritize highlighted items for staff and the Board of Supervisors.
Smolnick told commissioners the request is "a little over $39,000,000 in request for this upcoming fiscal year" and cautioned: "we're not gonna be able to cash fund if we did all of this," signaling borrowing and phased implementation will be required. He reviewed department requests and priorities (urgent, necessary, desirable, future) and walked commissioners through examples: sheriff requests including a $1.5 million replacement for the joint mobile command unit and vehicle replacements; fire/rescue requests including a $400,000 ambulance replacement program, a $2.0 million heavy rescue truck replacement and a $2.7 million aerial ladder truck; IT server and workstation upgrades; and general properties items (HVAC, roofing, Smoot Library door repairs).
Smolnick highlighted school system requests and a major proposed project: a new 30,000-square-foot VOTEC (career and technical training) building for King George High School with preliminary estimates near $19 million (A&E and partial construction would be phased over multiple years). He emphasized operating and maintenance (O&M) costs as a separate and important consideration for large capital projects.
Commissioners asked about phasing, operating costs and priority sequencing. Smolnick outlined the staff scoring process and asked the commission to return ranked priorities by Feb. 2. He requested and the commission authorized staff to advertise a public hearing on the FY27–31 CIP at the February planning commission meeting so the public and the Board of Supervisors can review final recommendations.
Next steps: commissioners will score highlighted items and return rankings to staff; staff will average scores and present results at a follow-up meeting, with a public hearing to be scheduled in February and the Board of Supervisors decision anticipated thereafter.
