Campton Hills approves series of annexations that extend village control of Harley Road

The Campton Hills Board of Trustees on Jan. 17 approved a package of voluntary annexations for parcels along the west side of Harley Road, moving village boundaries south from Route 38 nearly to the Union Pacific railroad bridge and bringing the road into full village jurisdiction.
Carmen, a village administrator, told the board the four parcels under consideration included the Keller Trust, the Cunningham property, SAA Investments, and the Martinez property. She said three of the four parcels are owner-occupied and that several annexation agreements include a provision allowing the property owner to build one additional residence and an outbuilding on qualifying lots. "These properties are generally... on the West Side Of Harley Road," Carmen said while outlining the parcels and the packet of plats, legal descriptions and petitions on file.
Trustees approved the related ordinances in sequence after the public hearing was closed. The board voted to adopt Ordinance 26-O2 and Ordinance 26-03 (Keller parcels); Ordinances 26-O4 and 26-O5 (Cunningham); Ordinances 26-O6 and 26-O7 (SSA/SAA investments); and Ordinances 26-08 and 26-O9 (Martinez), each by roll call vote. Staff noted the approvals were paired: an annexation agreement is approved first, then the annexation ordinance to satisfy statutory contiguity and procedure.
The annexations will also shift maintenance and liability responsibilities for sections of Harley Road; staff said the village's road jurisdiction will include the bridge where appropriate and that the annexation completes village control of most of the Harley corridor. Carmen said the village has provided the board with public notices, petitions and plats in the meeting packet and that all required mailings were made prior to the hearing.
Board members asked for and received confirmation that existing buildings on the parcels would be "grandfathered" under the codes that applied when the properties were in the county, while future material changes to structures would require permits and compliance with village zoning and building codes.
Next steps include updating intergovernmental agreements with neighboring townships for road maintenance and scheduling any required post-annexation administrative steps, such as updating the municipal street inventory and updating affected township/road‑district arrangements.
