Dr. Lisa Banneke, executive director of planning, innovation and accountability, described the navigational markers (baseline year 2024–25) across five goals. Selected baseline findings included: 81% of students met state standards in reading and 79% in math under new standards; 68% of secondary students enrolled in and completed an advanced course; 91% of seniors reported they had a solid plan after graduation; 72% of schools met or exceeded new state accountability requirements and 100% of schools met state accreditation standards.
Other measures cited: 91% of students reported having a trusted adult at school; 90% of students had 90% or higher attendance; teacher retention was reported at 91% and staff vacancy at approximately 4% in the baseline year. A state redefinition of "high‑quality work‑based learning" produced a low baseline (15% of graduates), which staff said reflects the state’s narrow definition and will require alignment of local programs to the state list.
Board members asked for response‑rate data for the surveys that produced many of the baseline measures, and several members discussed the pros and cons of formal target setting. Staff said targets can clarify expectations but could limit flexibility and over‑interpret minor year‑to‑year survey fluctuations; they recommended a collaborative process between the board and superintendent if targets are set.
Dr. Banneke said the division will publish a methodology document describing calculation rules and that more detailed state accountability and accreditation data will be shared in January.
