"You guys are a small, mighty city," Manzano Garcia said, describing how the city activated its emergency operations center in January 2025 and worked with mutual-aid partners across Area D. The mayor noted Manzano Garcia’s work supporting the city's EOC, liaising with Los Angeles County and state agencies, and advising on documentation needed for state and federal reimbursement.
Mayor Christine Lo said the coordinator role covers 23 cities in the East San Gabriel and Pomona Valley region and credited Manzano Garcia for helping the city prepare for and respond to fires and other hazards. The mayor presented a formal certificate citing Manzano Garcia’s nine years of service and her role during the winter 2025 emergency response.
Manzano Garcia said she has now moved to a nearby city role but remains available as an administrator and encouraged continued community engagement in mitigation and preparedness.
