Commission approves Oldcastle’s major conditional-use adjustment with conditions

Senior Planner Thad Crowe presented a quasi-judicial major adjustment to Oldcastle’s conditional use permit. Crowe said the existing facility (just over 40,000 square feet) would add roughly 12,000 square feet and two towers that will be about 78 feet tall—under the county’s 80-foot height limit. He described the industrial context, public notice steps, and a December community meeting where a nearby property owner expressed support.
Staff recommended approval with five conditions: adherence to the submitted site and landscape plans, compliance with the noise ordinance, downcasting and shielding of exterior lighting to prevent glare, eradication of invasive plants prior to development, and completion of listed-species surveys and any required permits prior to work. Crowe said the addition is consistent with the County’s comprehensive plan and IH zoning and that the site is buffered from residential areas.
After required disclosures and no public comment, the commission moved, seconded and approved the conditional-use adjustment by voice vote.
Why it matters: The approval allows an existing industrial manufacturer to expand production capacity in the Midway Industrial Park while imposing conditions intended to limit noise, lighting and environmental impacts.
