Council agrees to back regional request to modify water‑meter moratorium order

City staff requested council authorization to sign a letter supporting the Monterey Peninsula Water Management District’s application to the state to remove or adjust a cease‑and‑desist order that has restricted setting new water meters regionally. Brandon Swanson explained the cease‑and‑desist order was originally issued because of Carmel River overdraft and that new regional water projects (including Monterey One Water) have improved the overall supply picture for some jurisdictions. Staff noted Carmel‑by‑the‑Sea does not expect a large near‑term demand for new meters because most local residential work does not require new connections; however, some hotel conversions and other housing projects could benefit.
Council indicated general agreement and formally authorized the mayor and city administrator to sign the requested support letter. Staff will share the letter with the Water Management District and follow any state process steps.
