Summary
At its Jan. 12 organization meeting, the City of Waterville council administered the oath to Mary Duncan and elected Todd Borowski as vice mayor; council also reviewed priorities for 2026 and outlined downtown and parks initiatives.
Mary Duncan was sworn in at the City of Waterville council meeting on Jan. 12, 2026, repeating the oath to uphold the Constitution before leading an opening prayer. Mayor Pedro administered the oath and invited Jack Duncan to lead the Pledge of Allegiance.
After ceremonial items, Mayor Pedro nominated Todd Borowski for vice mayor. Mary Duncan seconded the nomination and the council voted by voice to approve Borowski. "Congratulations, Todd," Mayor Pedro said following the vote.
Mayor Pedro used his opening remarks to outline the "Waterville Forward" initiative for 2026, emphasizing partnerships with local and regional bodies, downtown redevelopment, parks improvements including an inclusive playground for children with disabilities, and the city’s 250th‑anniversary programming. He also announced the cooperative acquisition of a former Sunoco site and described a pending Brownfield grant application of roughly $400,000; he said award decisions are expected in March or April and, if successful, funds would be available in the next fiscal year.
The meeting included a routine approval of the Dec. 8 minutes and brief staff and council communications. No formal votes related to the mayor’s initiatives were taken at the Jan. 12 meeting. The council scheduled further consideration of downtown redevelopment and grant‑funded projects in coming weeks.
