West Mills was elected chairman of the Rappahannock County School Board after a nomination and second during the board’s reorganization. A roll-call vote recorded 'Aye' from board members including Chris Heumann, Rachel Bynum, Missy McCools, Wes Mills and Lenny Janelle; the board then relinquished the gavel to the new chair.
The board also moved through its slate of routine appointments and committee assignments. The superintendent recommended Gail Cheki (spelled in the agenda materials as 'Gail, Checkeye') be clerk of the board; Jessica Portillo was recommended as deputy clerk; and Carol Johnson was named the superintendent’s designee. Board members confirmed representatives to local partner groups, including the MVGS representative and Headwaters contacts.
On procedural business the board unanimously approved its 2026 meeting calendar and adopted the VSBA code of conduct. The chair explained the calendar includes meetings of the county board of supervisors that affect school budgeting and that the district had already adopted its internal budget development calendar.
Before adjourning to closed session the board approved Rachel Wilkinson as student liaison and agreed to place donations and new grant agreements routinely on the consent agenda for transparency. The actions taken at the meeting were procedural and organizational; the board then voted to convene a closed session to discuss appointment of professional staff and the superintendent’s midyear evaluation, citing Virginia Code section 2.2-3711(a)(1).
