Council approves two Heritage Conservation District projects, including Habitat for Humanity site on Wheatland Avenue

Lancaster City Council on Jan. 13 voted to approve two applications recommended by the Historical Commission for work within the Heritage Conservation District.
The first application, from Hooyard Properties LLC for 403 Pearl Street, proposes frame overbuilds above an existing brick residential building on the corner of 4th Street. The second application, from Lancaster Lehi and Habitat for Humanity for 913 Wheatland Avenue, proposes construction of a new three-story residential building on an existing surface parking lot; the Historical Commission recommended approval of both projects.
Council President Begay commented that the Wheatland Avenue project is "an exciting piece of the puzzle, in that end of the city for affordable housing," noting the project has been discussed for several years and expressing support for moving it forward.
Both certificates were approved by recorded vote; staff will issue the certificates of appropriateness and proceed with permitting steps as appropriate.
