The author said police were called after a confrontation on Oct. 8 and that the next day another resident received a temporary no-stopping order.
The resident said the wildlife feeding has increased rodents and raccoons on roofs and gutters and listed six additional neighborhood complaint letters provided to the city. "We need your help," the speaker said, asking the council to update nuisance ordinances and provide a peaceful resolution. The speaker also noted that Phillips had been cited previously for feeding wildlife and alleged the behavior had escalated since that citation.
Council thanked the speaker and noted staff will look into the complaint and follow up; staff later referenced existing code-enforcement options and described that a violation notice had been emailed regarding other harbor/dock issues during the meeting.
