Gloucester County officials unveiled conceptual plans to improve the entrance to Gloucester Point at the Coleman Bridge and asked the Board to support seeking state funds to design and construct gateway features.
County Administrator Carol Steele and Assistant Director of Planning Carol Rizzio presented a multi-part concept that stretches from the bridge to the Lafayette Heights intersection, highlighting existing assets such as Tyndall Point Park, the VIMS building, and the beach. The concept includes vertical banners, a median feature at the former toll plaza to slow traffic, landscape screening, and signage that could also serve regional branding for the Middle Peninsula.
Steele said staff pursued support from Delegate Hodges and Senator Ron McDougall to include a gateway request in General Assembly budget amendments. "If you don't ask, the answer is always no," Steele said, urging the board to pursue possible funding rather than abandon the effort. She noted county estimates vary: a county engineer calculated about $2.5 million for many components; Steele proposed a $1.5 million ask as a more modest initial request that could be matched to any legislative support.
Rizzio emphasized the designs are conceptual and not final: they were produced pro bono by a staff member’s landscape architect spouse and are intended to help shape a funding ask and potential public/private partnerships. Board members and citizens raised a range of responses: some applauded the placemaking and traffic-calming potential once toll booths are removed, while others urged a broader tourism and branding master plan rather than ad-hoc “spot” projects. Questions also focused on VDOT coordination (whether light poles could support banners and how VDOT would handle the reclaimed pavement and roadway realignment) and maintenance implications for flags and vertical elements.
Steele said the county will scale the design to match whatever funding is available, pursue additional grants and donations, and coordinate with VDOT on design and permitting. The Board did not appropriate funds tonight; staff said next steps include continuing outreach, refining cost estimates, and seeking legislative support.
