The council also approved the Shell Avenue Water Main Project contract. Staff reported a low bid of about $1.479 million plus a 10% contingency for a total of roughly $1.6207 million, and identified Pacific Excavation as the apparent low bidder. Council discussed the project timeline and need to complete the water-main work before bridge-bracket replacement could proceed. "This has to be done before the bridge stuff can be done," a councilor said. Both motions passed by voice vote.
Staff said the water-main work is budgeted and the city is fast-tracking coordination to meet construction windows; the city did not indicate additional grant funding for the project in the meeting record.
