The Whitestown Redevelopment Commission voted to approve a contract with American Structure Point to provide engineering design, utility relocation coordination and land‑acquisition services for County Road 575 East.
Sri, the town engineer, explained that the Paget Commons guaranteed maximum price came in under the $25,700,000 bond, leaving roughly $2,000,000 of unused bond capacity; the total contract price for Phase 2 design and coordination was described as $23,800,000 (the figure discussed as the negotiated total). Sri said using remaining bond proceeds allows the town to begin design work and become more competitive for federal and MPO grants. "So this is just a design and utility coordination and land acquisition services for that second phase," Sri said.
Commissioners asked about grant prospects and staff said having an active design improves scoring in grant rounds. A motion to approve the contract passed by a 3-0 vote.
Staff noted the decision will allow utility coordination to continue and position Whitestown to apply for federal grants in future cycles.
