The Whitestown Redevelopment Commission voted 3-0 to approve Resolution 2025‑19, a declaratory resolution to expand the town’s home‑field economic development and allocation area.
Todd Carlisle summarized that the proposed expansion would add the Solstice Apartments area (immediately east of the REX site), property north of the cemetery where car dealerships are located, and parcels up to the roundabout. "Not the cemetery itself, but yes — both sides either side of the cemetery," Carlisle said while describing the map exhibits.
Staff framed the vote as step one of the statutory process; Carlisle said the item will be sent to counsel and will return to the commission for a confirmatory vote. The expansion is intended to help fund infrastructure improvements needed to support continued development in and near the REX site.
The motion to adopt Resolution 2025‑19 passed unanimously among the three members present. The commission recorded that this is a preliminary, declaratory stage and that further legal and confirmatory steps are required before the allocation area is finally modified.
