Todd Carlisle, serving as secretary and leading the meeting, said the Wally’s and Paget Commons applications are the first reimbursements against bond issuances and will have been reviewed by the town engineer and StructurePoint before coming to the commission. "The Wally's is yes. That total was, yes, $2,170,236.35," Carlisle said.
Commissioners discussed how much remains to complete the Wally’s project; staff referenced "4.7" as the remaining amount (discussed as a multi‑million-dollar balance). Sri, the town engineer, warned construction timing depends in part on utility relocations by Duke Energy, which can take 12 to 16 months in the town and could delay ground‑breaking and subsequent invoices.
Commissioner discussion emphasized that these are monthly reimbursement submittals and that more invoices are expected as the projects progress. A motion to approve application number 001 for Wally’s and the Paget Commons application passed 3-0.
The reimbursements are processed through the bond trustee and, as explained by staff, come to the RDC after engineering verification. Carlisle and staff said approved reimbursements will appear on future RDC agendas for confirmation.
The commission did not set a cap tied to the preapproval of bond-funded claims during this action; members said they would continue to monitor invoices as they arrive. The RDC will review future reimbursement requests as projects advance.
