Board approves revised nondiscrimination policy and investigation procedures; online complaint form to launch

The Thompson School District board approved a package of nondiscrimination and investigation documents after staff explained recent edits and answered trustees' questions.
Sarah Rasmussen, assistant superintendent of learning services, introduced the AC policy revisions and pointed board members to highlighted changes in the packet. Colin Dyke, compliance coordinator, said the protected-class language, including gender identity and gender expression plus a specific reference to "transgender status," reflected legal counsel's guidance. "Gender identity and gender expression will often encapsulate a lot of students who are transgender, but not always," Dyke said; he added that the explicit call-out of transgender status is intended to be inclusive. When asked about the statutory basis, Dyke said the specific language provided to the district came from legal counsel.
Trustees discussed clarity edits (including a suggested comma to improve readability), and questions about sanctions. When asked whether sanctions were spelled out in the student investigation regulation, Dyke said the district intentionally retained discretion so responses can be tailored to individual circumstances: "If it's a student who just doesn't know any better, the right response is an educational one...If it's a student who is persistently doing it, the first offense may be different than the third offense."
The board approved the second reading of policy AC (nondiscrimination/equal opportunity) and then approved related regulations and exhibits: ACR-1 (harassment and discrimination investigation procedures for students), ACR-2 (procedures for employees, applicants and members of the public), ACR-3 (harassment investigation procedures), ACE-1 (nondiscrimination exhibit) and AC-E-2 (complaint form). During the discussion, staff thanked IT and Matt Beal for creating an online complaint form; Dyke said the digital form would launch the next morning at around 8 a.m.
All votes on the policy package were recorded by roll call with affirmative votes from the listed trustees.
The policy package gives the district an updated complaint pathway and a digital submission option; board members asked staff to watch wording and readability and to retain clarity about investigative discretion and parent involvement in student cases.
