The Baberton City Council's Finance and Personnel committee on Jan. 12 reviewed the city's December 2025 financial report and moved finance items for legislative consideration.
Finance presenter Mister Plecker summarized key fund activity. In the transcript he reported health insurance fund revenues for December as "almost $404,129,500 dollars" and expenditures of just over $435,600, producing a year-to-date negative balance in that fund. For the income tax fund, Plecker said the monthly estimate was about $1,052,000 and the actual receipts were just over $1,024,000; the shortfall was attributed to a large refund of about $64,000 issued to a business. Plecker also noted a previously approved $1,000,000 transfer from the income tax fund to the general fund.
Plecker discussed federal and grant-funded accounts: the FEMA dam grant remains active with drawdowns to complete, and the CDBG (HUD) fund is operated on a reimbursement basis and shows a temporary negative balance pending reimbursements. He said enterprise funds decreased year-to-year in part because OWDA activity recorded in December cannot be billed to Norton until January.
On capital activity, Plecker reported the council transferred $6,000,000 from the general fund to a capital projects fund for the Justice Center/City Hall project; he said courts and special revenue fund changes were arranged so courts would help pay their portion of future debt service and ongoing maintenance. Committee discussion did not change the figures on the record; the finance item was moved forward for council action.
