Council puts Brecksville Road streetscape and waterline project on first reading, seeks joint workshop

City engineering staff presented a comprehensive Brecksville Road project that includes a major water main, storm-sewer work, limited lane widening (2 feet on each side), decorative lighting and road adjustments. Staff reported nine plan holders and five bids, with a low bid of $5.818 million versus an estimate of $6.5 million.

To reduce weekday traffic impacts, the contract includes maintenance-of-traffic requirements limiting work to Friday night through Monday morning with liquidated damages if the road is not reopened by 6 a.m. Monday. Staff estimated a 10-month contract duration starting after notice to proceed and emphasized supply-chain lead times for materials.

Councilmembers raised budget and scheduling questions, asked for confirmation of where widening would occur (symmetrical 2 feet each side with limited termination near Vista Springs) and how ODOT resurfacing (planned for 2027 on a separate contract) would coordinate with the city's underground work. Several members said it would be unfair to new councilmembers to adopt the ordinance before a joint committee review. Council agreed to keep Ordinance 20-26-3 on first reading and to schedule a joint meeting of streets and sidewalks, utilities and finance to review the capital plan and confirm funding and scope.

Next steps: staff will provide historical data, plan details and finance confirmations to raise comfort among new members; the ordinance will return for further consideration after the joint workshop.
