Jackson approves LWCF grant application, pledges $450,000 match for Karnes Meadow park phase 1

Jackson, Wyo. — The Town Council voted Nov. 17 to authorize submission of a Land and Water Conservation Fund (LWCF) grant application for Phase 1 construction of Karnes Meadow Park and, if the grant is awarded, to allocate $450,000 from the town park exaction fund as the required local match.
Kenneth Florence, director of Parks and Recreation, told the council the LWCF — administered in Wyoming through the state parks office — provides 50/50 matching grants for outdoor recreation projects. Phase 1 includes construction of a parking lot on Karnes Meadow Drive, a pedestrian trail and a pedestrian bridge; Florence described the application as competitive and said securing the local match would strengthen the proposal.
Staff noted the park exaction account currently has roughly $660,000 available and that the $450,000 commitment would be recorded as a conditional match if the grant is awarded. Councilor Regan moved to approve Resolution 25‑23 authorizing the LWCF application and the $450,000 local match; the motion passed unanimously.
Next steps: staff will finalize the grant submittal (deadline noted in staff materials) and, if awarded, manage design and construction phases with an expected move to construction in summer 2027.
